WAT §31144.71: (a) For the common benefit of the district and for the purpose of managing the groundwater basin and managing, replenishing, regulating, and protecting the groundwater supplies within the district, th

(a) For the common benefit of the district and for the purpose of managing the groundwater basin and managing, replenishing, regulating, and protecting the groundwater supplies within the district, the Malaga County Water District may exercise any of the following powers: (1) Provide for the conjunctive use of groundwater and surface water resources within the district. (2) Store water in underground water basins or reservoirs within or outside of the district. (3) Exchange water. (4) Distribute water to persons in exchange for ceasing or reducing groundwater extractions. (5) Transport, reclaim, purify, treat, inject, extract, or otherwise manage and control water for the beneficial use of persons or property within the district and to improve and protect the quality of groundwater supplies within the district. (b) The district may, pursuant to Sections 31020 and 31021, enter into an agreement or agreements with other public agencies for the purpose of participating in basinwide groundwater management activities.
