(a) Division 13 (commencing with Section 21000) of the Public Resources Code does not apply to either of the following: (1) An action by the board pursuant to Section 10735.2. (2) The adoption or amendment of an interim plan pursuant to this chapter. (b) This section shall not be interpreted as exempting from Division 13 (commencing with Section 21000) a project that would implement actions taken pursuant to an interim plan adopted pursuant to this chapter.
