The commission shall annually submit a report to the Legislature on the commission’s advocacy efforts to keep transmission rates low for ratepayers through its participation in Federal Energy Regulatory Commission rate cases and the Independent System Operator’s transmission planning processes. The report shall include all of the following: (a) The number of Federal Energy Regulatory Commission rate cases in which the commission participated. (b) The amount of ratepayer moneys saved through the commission’s participation in Federal Energy Regulatory Commission rate cases. (c) The nature of the commission’s participation in each rate case, including a description of each issue analyzed in the rate case, such as return on equity, taxes, depreciation, cost-of-service ratemaking, and assumptions for justifying project needs.
