PUC §33002.3: (a) For purposes of this chapter, “voter” means an owner of real property which is assessed or proposed to be assessed under this chapter and which is within the boundaries of the benefit district.

(a) For purposes of this chapter, “voter” means an owner of real property which is assessed or proposed to be assessed under this chapter and which is within the boundaries of the benefit district. (b) In any election conducted under this chapter, each voter in the benefit district may cast one vote for each one thousand dollars ($1,000), or fraction thereof, worth of land or improvements owned by the voter in the benefit district as is shown on the most recent equalized assessment roll.
