(a) Before July 1, 2027, the district shall submit a report to the Legislature assessing whether the provisions of this chapter effectively accelerate, and improve the quality of, TOD at district stations. (b) The report shall include all of the following: (1) The average time to deliver TOD projects begun before January 1, 2019, and after January 1, 2019. (2) A summary of the data on travel behavior and choices for TOD residents and workers. (3) A summary of the housing affordability in district TOD projects begun after January 1, 2019. (4) A summary of which TOD projects were delivered pursuant to a streamlined approval process and delivered pursuant to a discretionary approval process. (5) A cost comparison of discretionary and ministerial TOD projects. (6) Other factors the district determines to be pertinent to the Legislature’s consideration of whether to extend the sunset dates applicable to this chapter. (c) (1) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code. (2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2031.
