(a) The department shall continuously assist any certified recycler to achieve greater service to the public in an economical and cost-effective manner. This assistance shall include, but not be limited to, advice on all of the following: (1) Methods to enhance public participation in recycling. (2) The most beneficial location, siting, and image of a recycling location. (3) Methods to reduce costs and optimize efficiencies of existing resources. (b) The department shall conduct regular, unannounced inspections of certified recycling centers for the purpose of determining that the requirements of this division are satisfied. The department shall assess civil penalties pursuant to Section 14591.1 for violations at certified recycling centers.
