“Neighborhood dropoff program” means a recycling program that meets all of the following criteria: (a) The program is certified by the department as a dropoff or collection program. (b) The program has been designated by a city, county, or city and county to provide a recycling opportunity in residential neighborhoods specified by the city, county, or city and county. (c) The program is located in a rural region, as identified pursuant to subparagraph (A) of paragraph (1) of subdivision (c) of Section 14571.
