No consent shall be given at any time unless the officer giving it is satisfied that all of the following conditions are met: (a) The environment in which the performance, concert, or entertainment is to be produced is proper for the minor. (b) The conditions of employment are not detrimental to the health of the minor. (c) The minor’s education will not be neglected or hampered by his or her participation in the performance, concert, or entertainment. The Labor Commissioner may require the authority charged with the issuance of age and schooling certificates to make the necessary investigation into the conditions covered by this section.
