(a) It is the intent of the Legislature, and it shall be a goal of the agency, that not less than one-half of the dollar amount of financing for single-family homes shall fund loans for purchasers who will be the first occupant. (b) The agency shall include in its annual report required by Section 51005 specific information evaluating the extent to which the agency has attained this goal.
