(a) In the next update to the scoping plan prepared pursuant to Section 38561, the state board shall include both of the following: (1) A discussion of industrial sources of emissions of greenhouse gases for which there are zero-emission alternatives currently technologically available. (2) A discussion of industrial sources of emissions of greenhouse gases for which there are no zero-emission alternatives currently technologically available. (b) This section shall become inoperative on July 1, 2028, and, as of January 1, 2029, is repealed.
