HSC §25395.79.2: (a) “Site” means real property located in an urban infill area for which the expansion, redevelopment, or reuse may be complicated by the presence or perceived presence of hazardous materials.

(a) “Site” means real property located in an urban infill area for which the expansion, redevelopment, or reuse may be complicated by the presence or perceived presence of hazardous materials. (b) “Site” does not include any of the following: (1) A facility that is listed or proposed for listing on the National Priorities List established under Section 105 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980, as amended (42 U.S.C. Sec. 9605). (2) A site on the list maintained by the department pursuant to Article 5 (commencing with Section 78760) of Chapter 4 of Part 2 of Division 45. (3) A site that is solely impacted by a petroleum release from an underground storage tank eligible for reimbursement from the California Underground Storage Tank Cleanup Fund. (c) For purposes of this section, the following definitions shall apply: (1) “Infill area” means a vacant or underutilized lot of land within an urban area that has been previously developed or that is surrounded by parcels that are or have been previously developed. (2) “Urban area” means either of the following: (A) An incorporated city. (B) An unincorporated area that is completely surrounded by one or more incorporated cities that meets both of the following criteria: (i) The population of the unincorporated area and the population of the surrounding incorporated cities is equal to a population of 100,000 or more. (ii) The population density of the unincorporated area is equal to, or greater than, the population density of the surrounding cities.
