The commission shall have the powers and authority necessary to carry out the duties imposed upon it by this chapter, including, but not limited to, both of the following: (a) To accept any federal funds granted by an act of Congress or by an Executive order for any purpose of this chapter. (b) To accept any gift, donation, grant, bequest, or other funding for any purpose of this chapter.
