(a) This chapter shall be operative on July 1, 1998. (b) (1) Before, on, or after July 1, 1998, the department may adopt regulations to implement this chapter. (2) The initial adoption of any emergency regulations for purposes of this chapter following January 1, 1998, shall be deemed to be an emergency and necessary for the immediate preservation of the public peace, health, and safety, or general welfare. Emergency regulations adopted pursuant to this subdivision shall remain in effect for no more than 180 days.
