The director may suspend or revoke any license issued under this chapter, or deny an application to renew a license or to modify the terms and conditions of a license, upon any of the following grounds and in the manner provided in this chapter: (a) Violation by the licensee of this chapter or regulations adopted pursuant to this chapter. (b) Repeated violation by the licensee of this chapter or regulations adopted pursuant to this chapter. (c) Aiding, abetting, or permitting the violation of, or any repeated violation of, subdivisions (a) and (b). (d) Continued program operations jeopardize the health and welfare of participants or the public. (e) Misrepresentation of any material fact in obtaining a multiple offender program license.
