Except as provided in Sections 7924.510, 7924.700, and 7929.610, this division does not require disclosure of a document prepared by or for a state or local agency that satisfies both of the following conditions: (a) It assesses the agency’s vulnerability to terrorist attack or other criminal acts intended to disrupt the public agency’s operation. (b) It is for distribution or consideration in a closed session.
