(a) The governing body of the conservancy shall be composed of seven voting members and one ex officio nonvoting member. The voting members shall be as follows: (1) One member of the City Council of the City of South Lake Tahoe, or a designee appointed by that city council who is a resident of the City of South Lake Tahoe. (2) One member of the Board of Supervisors of the County of Placer, or a designee appointed by that board of supervisors who is either an employee of the county or a resident of the county and the Lake Tahoe region. (3) One member of the Board of Supervisors of the County of El Dorado, or a designee appointed by that board of supervisors who is either an employee of the county or a resident of the county and the Lake Tahoe region. (4) The Secretary of the Natural Resources Agency or his or her designee. (5) One member appointed from the general public by the Senate Committee on Rules. (6) One member appointed from the general public by the Speaker of the Assembly. (7) The Director of Finance or the director’s designee. (b) The members appointed or designated pursuant to paragraphs (4) to (7), inclusive, shall not be residents of the region. (c) The members of the governing body of the conservancy shall serve at the pleasure of the respective appointing authority. (d) A representative of the United States Secretary of Agriculture shall be an ex officio, nonvoting member of the conservancy. (e) A member appointed pursuant to paragraph (1), (2), or (3) of subdivision (a) may also serve as a representative to any nonstate body created pursuant to Title 7.4 (commencing with Section 66800), to the extent that such service does not involve a conflict of interest. (f) For purposes of this section, “Lake Tahoe region” has the same meaning as in subdivision (c) of Section 66953.
