(a) Orange County contains the following public notice districts: (1) Central Orange County District, which is comprised of the Cities of Orange, Santa Ana, Tustin, and Villa Park and the unincorporated area known as North Tustin. (2) North Orange County District, which is comprised of the Cities of Anaheim, Brea, Buena Park, Cypress, Fullerton, Garden Grove, La Habra, La Palma, Placentia, Stanton, and Yorba Linda. (3) Orange County Harbor District, which is comprised of the Cities of Costa Mesa, Irvine, and Newport Beach. (4) South Orange County District, which is comprised of the Cities of Aliso Viejo, Dana Point, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, Mission Viejo, Rancho Santa Margarita, San Clemente, and San Juan Capistrano and the unincorporated areas known as Coto de Caza and Ladera Ranch. (5) West Orange County District, which is comprised of the Cities of Fountain Valley, Huntington Beach, Los Alamitos, Seal Beach, and Westminster and the unincorporated area known as Rossmoor. (b) For the purpose of publishing notice arising from a location within Orange County that is not within one of the districts described in subdivision (a): (1) If the location is within five miles of a district, notice shall be published in the nearest district. (2) If the location is not within five miles of a district, notice shall be given as if the location is in a public notice district without a newspaper of general circulation.
