(a) The commission shall not impose any condition on an annexing local agency with respect to the standards or frequency of maintenance of any existing street or road within the annexed territory. (b) The commission shall not impose a condition which requires a local agency to improve an existing public facility which is not owned by the agency. (c) This section shall not be construed as authorizing a commission to impose any conditions which it is not otherwise authorized to impose.
