(a) The sheriff shall be the appointing authority for all court security bureau positions and employees. (b) The selection, appointment, and removal of management heads of the court security bureau shall be made by a majority vote of the superior court judges of Contra Costa County from a list of qualified lieutenants submitted by the sheriff.
