(a) The board shall act only by ordinance, resolution, or motion. (b) The minutes of the board shall record the aye and nay votes taken by the members of the board for the passage of all ordinances, resolutions, or motions. (c) The board shall keep a record of all of its actions, including financial transactions. (d) The board shall retain and may destroy the records of a county service area pursuant to Chapter 13 (commencing with Section 26200). (e) The board may, by resolution, change the number or the name of a county service area. The resolution shall comply with the requirements of Chapter 23 (commencing with Section 7530) of Division 7 of Title 1. Notwithstanding Section 7530, every county service area shall have the words “county service area” within its name. Within 10 days of its adoption, the clerk of the board of supervisors shall file a copy of the resolution with the Secretary of State, the county clerk, and the local agency formation commission.
