(a) The state may contribute all, part, or none of the cost of benefits purchased pursuant to this article. The remainder of the costs, if any, shall be paid by employee contributions. (b) No contract for employee benefits which requires full or partial funding by the state shall be entered into pursuant to this article until funding is appropriated by the Legislature. (c) The Legislature shall make necessary adjustments in the annual Budget Act to increase or decrease the state’s contribution towards the cost of employee benefits purchased pursuant to this article.
