The Department of Economic Opportunity may enter into an agreement with the California Energy Extension Service to provide technical assistance and outreach programs to low-income individuals and the Department of Economic Opportunity energy agencies which shall include, but not be limited to, all of the following: (a) Energy education programs for recipients of low-income energy assistance. (b) Energy education to senior citizens, disabled individuals, Native Americans, seasonal migrant workers, and rural communities. (c) Training programs and technical assistance for community action agencies and community-based organizations and other groups which administer the low-income home energy assistance programs at the local level.
