(a) The Legislature finds and declares that it is in the public interest to assist small agricultural businesses in the State of California that are impacted by severe drought and flooding. (b) This article shall govern the procedure by which qualified small businesses may obtain grant relief from the California Small Agricultural Business Drought and Flood Relief Grant Program.
