(a) The secretary shall operate in the most efficient, cost-effective manner possible in carrying out his or her duties and responsibilities pursuant to this chapter. (1) The secretary shall notify the local commissions of oversight activities and costs that will result in expenses reimbursable by the local commissions. (2) The local commissions shall inform the secretary which of these activities they will engage in that require oversight and reimbursement of expenses. (b) The secretary is not required to provide notification to the local commissions pursuant to paragraph (1) of subdivision (a) if the secretary determines that omission of notification is necessary to protect the confidentiality of the parties with respect to any investigation into the activities of the employees of the commission or the actions of the commission.
