Subdivisions (a) and (b) of Section 19618 shall not apply to either of the following: (a) Any payment by a licensed quarter horse racing association in the southern zone, to horsemen participating in its race meeting. (b) Any payment by a licensed thoroughbred racing association in connection with funds contributed or authorized by the horsemen’s organization responsible for negotiating purse agreements on behalf of the horsemen participating in the racing meeting, including purse supplements, sponsorship contributions, or promotional funds.
